If you are born with a penis and balls, would you still have inguinal canals? Would you be able to access them still?
What do you mean by "still"? Do you mean after something specific?
Pretty much everyone has inguinal canals, some just have more access to them than others. People with balls typically have better access to them than others but it still definitely varies from person to person.
This might be a stupid question, but is muffing exclusive to transfemmes or just especially common with them? (As in, do cis men have the potential to get the same pleasure from it?)
And is it possible to do on a perisex afab person? Or do they not have that canal??

Most people have inguinal canals, which is what you're stimulating with muffing.
The term was coined and the act was first written about by a trans woman (Mira Bellwater!), specifically in a zine about sex with/for trans women but it's perfectly possible for other people to do as well (though if you don't have a scrotum, it might be a little harder).
It's just not a commonly known type of sex. (If you're interested in learning more about it, this is a good article with instructions and resources!)

Wait omg could you expand on most people (even those without scrotums) having inguinal canals? I recently sent you an ask about muffing in which I said I don’t have inguinal canals (which I assumed because I don’t have a scrotum) so this is fascinating news to me!!
As far as I know, inguinal canals just come free with the human body.
Some are smaller and shallower than others (its especially common to have smaller inguinal canals if you don't have a scrotum!) but most everyone has them!
They're also generally easier to find if you have a scrotum because the scrotum is obviously attached, whereas without a scrotum they can be harder to find.
(In fact, studies haven't actually defined a specific spot where the inguinal canals are supposed to be on a live human, just a general area.)
That's kind of the extent of my knowledge on them in that regard, though.
