Things are not good in rural America. And a 1.5 Mbps limit is really far below what the FCC thinks is the minimum (4Mbps) that a ban like this is ridiculous. Besides, if everything goes well, or if it doesn't, nothing is preventing the municipalities from selling off their network down the line and privatizing it if that makes sense. It's one thing to say that libraries can serve as a high speed internet access point for those who don't have it at home, but getting them that access at home is even better.
