Urbanization in Vietnam- by Wilson, G10
Vietnam is a country that in the processing of urbanization. According to the Deputy Minister of Construction of Vietnam in APEC 2017, after 30 years of innovating, Vietnam has cemented the urbanization with industrialization and achieved many achievements. Vietnam’s urban system has rapidly developed in terms of pantity and quality. The urbanization rate has increased from 19.6% with 629 urban areas (in 2009) to 36.6% with 802 urban areas (in 2016). Urban area has accounted for 70% of total GDP, bringing many industrial production value, import-export value, scientific and technological advances and speed up the development of socioeconomic.
However, as in many other developing country, Vietnam’s urbanization faces many difficulties and challenges. The rapid pace of urban development has surpassed the control of local government, the inconsistent development of technical infrastructure and social infrastructure, uncontrolled relocation, rich-poor gap, urban-rural areas, saving natural resources, ... In addition, Vietnam also facing with emerging global issues such as integration, urban competitiveness, climate change, and rising sea levels.
During that time, since its founding in 1989, APEC has 21-member economies with an urban population 1.8 billion people, accounting for 42% of population. APEC member economies also recognize that managing the urban transition process is a very important and difficult task for countries, especially in the context of globalization and under the influence of climate change. Given that common concern, the Government of Viet Nam organized the APEC 2017- Sustainable Urbanization Dialogue- to discuss the important issues of sustainable urbanization in order to propose policy recommendations to support " Cities are safe and sustainable, " which is one of the United Nations' sustainable development goals for the 2016-2030 period.
According to the Report of the World Bank in Vietnam, Vietnam is urbanizing at the rate of 3.4% per year and it focuses the most in the two largest cities of Vietnam- Ha Noi and Ho Chi Minh city. These two large economic centers have a role to play in Vietnam’s economic growth and poverty reduction. However, the existing urbans of Ho Chi Minh city and Ha Noi are limiting their competitive advantages, especially with disproportionately high transport costs, growing congestion and land market distortions. Suggestion for the large cities, attention should be paid to improving urban transport and infrastructure systems, as well as strengthening the competitiveness of these economic regions.
Solving these problems also means modernizing and reforming Vietnam’s system, the urban management and need more coordination between government and city departments.
