Cynthia's duty was to see the infamous Doctor, the man who decided that he can rule whatever he liked. Of course British government didn't like that. Who would like the person who comes into your house and messes around. Cynthia was a special messenger of President Jones. Her work was to go to institutions and remind them that they are working for this country but not country for them. The same was with Torchwood. Once organisation that served for this government now it's like a small country with autonomy. Of course, no one had given them or him that authority.

"I'm Mary Scott, special messenger from President Jones. I'm here to see the Doctor," she stated when huge soldier stepped in her way. She showed her documents but still wasn't allowed to go any further. "You have no right to keep me here," she told to the guard and sat on the sofa to wait any changes.
