Ok I'm pretty darn certain that Moffat is making 12 a bit of a butt on purpose. He's meant to be a bit more harsh and rude, but it's never shown in a good light. I mean those lines are never shown as valid or a good thing- not to mention Clara doesn't seem to have any trouble dismissing those comments because she is very confident or flinging them back to the Doctor when the opportunity presents itself. Like no, it's not a great thing for the Doctor to say but it's also shown in the show itself that it's not a great thing.
My problem is more that the fandom has very selective hearing/memory when it comes to these things- selective criticism even. Like if they're only going to complain when the Doctor does it, I don't get why it's a problem to them. I do not understand how anyone could watch this show and think that the Doctor needs to be in the right all the time. He's just not that type of character.
