Hace apenas dos semanas en un encuentro con empresarios Milei dio una larga y enrevesada exposición en la que anunció que no iba a comprar reservas, se burló de los que le pedían que lo haga y dijo que esa medida era inflacionaria porque empujaba el precio del dólar. La notable marcha atrás es calcada de lo que ocurrió antes de la renovación del acuerdo con el FMI cuando Milei y Toto Caputo rechazaban enfáticamente el sistema de bandas y defendian el tipo de cambio fijo, hasta con una columna de Milei publicada en La Nación, unos pocos días antes que el FMI le impusiera las bandas. Ahora como entonces, Milei y el equipo económico fingieron demencia y asumieron como propio el giro. La palanca del FMI para obligar a Milei y Caputo a hacer lo que no quieren fue entonces la misma que ahora: la falta de dólares genuinos para pagar los vencimientos de deuda. Caputo y Milei resistían la compra de reservas, porque pese a su perorata libertaria que reduce el fenómeno inflacionario a un problema de emisión de dinero, ahora reconocen que en la Argentina la suba del dólar presiona los precios. Por eso, el cambio que impuso el FMI puede agravar la inflación, según algunos analistas. El cambio, además, se produce justo cuando la inflación pegó otro salto y marcó en noviembre un alto 2,5 por ciento. El nuevo esquema que anunció este lunes el BCRA indexa las bandas en las que se mueve el dólar, según la inflación pasada. En enero, el techo del dólar se moverá entre $1.536 y $1.556, y en abril llegará a un rango de entre $1.581 y $1.675.Al atar la banda a la inflación anterior, el riesgo es que la inercia se potencie. Sin consumo no hay Paraíso La segunda novedad es el compromiso de acumulación de reservas. A partir del 1° de enero, el Banco Central buscará recomprar dólares de manera gradual. Con la indexación del dólar se debilita el tipo de cambio como ancla y el ajuste sigue cayendo sobre los salarios. El Central se reserva, además, la posibilidad de realizar compras en bloque "para preservar el buen funcionamiento del mercado". Una manera elegante de decir que podrá intervenir cuando lo considere necesario. Con esto queda claro que el programa queda sujeto a condicionalidades importantes. "A partir de ahora vamos a estar todos mirando cómo es la implementación: cuándo realmente empieza, cómo termina comprando. Hay muchas condiciones legales y depende de la demanda de dinero y de que el mercado tenga la profundidad suficiente", indicó el analista financiero Christian Buteler. Desde Puente agregaron que el margen de acción del BCRA estará limitado por el volumen del mercado, la demanda de pesos y el nivel de las bandas. Como era previsible, el Fondo se apuró a aplaudir. "Celebramos las medidas para fortalecer el marco monetario y cambiario y reconstituir los colchones de reservas", dijo la vocera Julie Kozack. El economista Tomás Baioni observó que "ajustar las bandas por inflación pasada aumenta la inercia" y reclamó metas explícitas de reservas y un regreso al uso de la tasa de interés como instrumento.
