How do you make your asks say "whispered" instead of "said"?

Actually. I watched it again last night and it's the first. All of Gallifrey is locked in a single moment--each of the doctors and then the Gallifreyan general say it just like that "a single moment"--like the stasis cubes of the paintings.
He didn't give them the ability to live out their lives in an alternate timeline--he gave them the hope that someday, somehow, he will manage to undo the timelock.
I like that much better as a resolution, actually.
