I think he was holding her upper arm with his right hand and then she moves her arm up and his hand just moves with her arm

(@foreveravonlea here) I agree with @leadingmehome because in the next frames you can tell Gilbert takes his right hand and wraps it around Anne’s left side to pull her closer to him. 💔❤️💔❤️
