I'VE BEEN WANTING TO ANSWER THIS QUESTION AND MAKE A TUTORIAL! THANK YOU! Even though it's a charm of my blog i dont mind sharing! :3
First, go on pinterest and find a cute gif of a anime of your choice, and download it! Then, find a picture of a galaxy, or even a gif of one if you want! You're gonna need a random full blue image too, so get that as well! Go on Capcut, select the GIF option, insert your anime gif as the main media to be edited, and add the galaxy and blue image as layers. Then all you gotta do is set both layer images to "layer" on the "Splice" option. After that, just adjust the opacity of both layers to your liking and export it as a gif!
