Oooh, I can think of several I've shipped so hard it hurts but never had a proper plot bunny emerge. Eleven/River, maybe? Simon/Kaylee? Sam/Steve?

Oh my gosh, The Seconds Before I Jumped is, like, a third just inside jokes with myself and references to my own DC days. The rules being "simple and finite" was gakked from Elle Woods herself, finalized by Bobbi and Bruce who are named reporters in the West Wing universe but also share names with Marvel people with whom I was very into at the time. Carol working her way through junior CEA staffers is a loving shout-out to an IRL friend who kinda did that, and a campaign buddy of mine from way back lived with his aunt in a Logan Circle rowhouse for a spell—which was also very close to where the Post headquarters were at the time this story takes place. "Skinterns" and Georgetown University bros were stereotypical DC mainstays of the aughts, and my now-husband is a Harvard-educated economist who knew multiple people cycling through the OEOB/EEOB on hiatus from grad school, including while I was writing that fic in 2014. I also knew a couple of people who worked on Obama's advance team at different points (though not well), and having "chemistry with everyone" is of course Jeff Winger's line. Ten Penh was a real restaurant that had closed by the time of writing but did exist pretty close to the White House in the real-world timeline of the Barlett Administration.
