Manufacturers are rushing to build new factories to meet the demand, but the factories are struggling to find enough workers to meet the demand. The workers they do find are often not qualified to work in the high-tech factories, and the factories are often in remote areas where there are not enough qualified workers. As a result, the factories are often forced to import workers from other countries, which can be expensive and difficult.
