well remember that in Star Wars 3 they R2 and 3PO...
they actually only wiped C-3POs, (Just checked) I think it had something to do with, and this was mentioned in Clone Wars series, that with alllllll the stuff R2 had seen/been threw, he'd be useless to anyone if they wiped him. He had information, experience since the Naboo Crisis. If Bail was intending on keeping him around for the Rebellion, that droid needed to be the same as he was for battle as he was for his previous master. (this is just a speculation though) **edit- also I should point out- Organa gave R2 to Captain Antillies (Presumably Wedge's father) so that'd mean that if the captain knew who R2 was- he'd be a smart little trooper and keep anything R2 had on him JUST in case (plus that little pain in the neck has proven to be able to enhance/improve any fighter he is involved in- any pilot would kill for him lol
