Tomando como punto de partida el famoso mito de Ovidio, en el que el cazador Acteón es convertido en ciervo y devorado por sus perros tras ver desnuda a la diosa Diana, la película cuenta la historia de un pescador que emigra a la ciudad con la mujer que ha conocido a orillas del mar. Tras el abandono de esta, el pescador sufrirá la soledad de la gran ciudad.

Acteón iba a suponer el debut en la dirección cinematográfica del escultor Jorge Oteiza. Tras su abandono del proyecto, el cineasta catalán Jorge Grau retomó el tema con un guion propio, transformando al cazador de las montañas vascas ideado por Oteiza en un pescador mediterráneo.
