The only way that GH writers can progress a storyline is by making everyone in it so very stupid.
I understand Kai and Trina seeking advice from a lawyer to keep themselves out of trouble. So why not tell Alexis that you want to come forward without getting arrested and get advice on immunity. Instead they tell, IN FULL DETAIL, Willow's lawyer exactly how Willow is guilty.
