I'm kind of iffy on Japan's 80s fashion (as opposed to my stance of "NOPE" on America's 80s fashion) but this outfit is SICKENING. The good kind. I'm trying to use more drag queen slang for no real reason. Anyway, this is Kyouko Koizumi in a movie called Kaitou Ruby.
