How you achieve your deficit is up to you. You can do cardio, weight train and/or eat less.
Gain Muscle = Caloric Surplus
Eat more.
Lift heavy.
The fat loss is going to give the appearance of muscle gain because you'll have more definition. You can, however, increase and retain strength while in a caloric deficit.
