Should killers be able to close the hatch if they find it first? If not permanently then temporarily? If so what should be the conditions? If not, then why?

Should licensed killers and survivors get cosmetics?
If so, what would they have?
If not, why not? Or is it even possible?
Camping
As a killer main I’ve had more than a few post game matches that involved the survivors accusing me of camping. Now I don’t want to camp, mostly because it’s boring partly because it’s kinda unfair to that one person. Hell by my definitions I don’t camp at all. I don’t face camp and I don’t use a killer ability to hide and wait either. I use make your choice to cause a little surprise when I follow the direction of the unhooking notification which as you know requires a killer to be away from the hook to activate.
So what are your guys’ definitions of camping? Is it considered camping if a killer patrols generators that are near the hook? What about if a killer happens to be trying to whack the other survivors that are all trying to save the one person?
Mine personally is when a killer face camps, uses an ability to hide near or in front of the hook, or patrols the surrounding area (usually close by the hook) when there are no generators or totems nearby (so there would be no reason other than to scare survivors away)
What is not camping in my personal opinion is patrolling the generators that happen to be near a hook (sometimes the hook is literally right next to the gen), checking up on the hook after no one has made a save for quite some time (then promptly going back to check for survivors elsewhere) and checking around a hook when there are clearly survivors trying to unhook (for example you happen to lose all 3 survivors that were all going for the save so you search around to see if they’re going to go again and then going elsewhere if you can’t find any)
