You wouldn’t believe how many noise violations he’s got on his record.
My friend and I we're playing a normal game of modern, and he used illusionist's bracers on kiora's follower so that every time he used kiora's follower's ability he'd use illusionist's bracers to untap kiora's follower, making an infinite combo. Is this allowed? Thanks
Nope.
Kiora’s Follwer’s ability can’t target it. “Another target permanent” means a permanent that’s not the source of the ability.
Can I activate Kiora's Follower's ability to untap a land so I can tap the land again for more mana while I am tapping mana to play a spell?
No.
Kiora’s Follower’s ability isn’t a mana ability, so you have to float a mana from the land and untap the land before you start casting the spell if you want to do this.
what does kioras follower "untap another target permanent" mean?
Permanents are cards or tokens that are on the battlefield: creatures, artifacts, enchantments, lands, and planeswalkers.
Those cards are only permanents while they’re on the battlefield, not when they’re in any other zone, such as your hand, library, or graveyard, or on the stack.
Instants and sorceries are never on the battlefield, so they’re never permanents.

As long as you have something that can make at least two mana, one of which is blue, then you can make infinite mana. A land enchanted with Market Festival is a good target.
