I would have to agree that Tobias meant to trap himself in his hawk morph. In book 3, he hinted how much he loves the freedom of flying and how different it is from the life the he knew. Also, in page 154 of the book (at least in my copy), he said--and I quote--"Be happy for me, and for all who fly free." There seems to be no regrets hinted from him in the latter installments of the series. I am not sure if that is canon or not, but that is what I believe--he meant to trap himself in morph. :D
