Sejong City Signs MOU with KQIA to Lead the Nation’s Quantum
By means of noteworthy collaborations, Sejong City firmly establishes itself as a hub for the quantum sector.
As shown by the recent signing of a major MOU with the Korea Quantum Industry Association (KQIA), Sejong City is fast confirming its desire to be South Korea's quantum hub. This landmark agreement was inked on October 22nd at Sejong City Hall's Sejong Hall to accelerate technological commercialisation and create a quantum industrial ecosystem.
The city, KQIA, and KAIST are working together on this.This bigger collaboration, which includes neutral-atom quantum computing business QuEra Computing, seeks to construct educational programs, R&D infrastructure, and investment. Sejong City's ultimate strategic goal is to lead quantum research and technology worldwide to strengthen South Korea's quantum economic commitment.
Moving Beyond Management: Sejong's Strategic Turn
Sejong Special Self-Governing City and the KQIA, led by Mayor Choi Min-ho and Chairman Bang Seung-hyun, struck an agreement to make it Korea's "hub city for the quantum industry."
Mayor Choi Min-ho stated Sejong City is becoming a research and technology hub from administrative city. He emphasised the city's commitment to fostering quantum technology collaboration, making Sejong City Korea's quantum hub.
According to Alfred Bang, Chairman of the KQIA, Sejong City's unique status as an administrative hub packed with government offices and research institutes makes it a prime location for the commercialisation of quantum technology. According to Bang, the agreement represents a significant step in positioning Sejong City as a leader in Korea's developing industries and promoting innovation across the board.
Building Resources for Quantum Research and Development
Establishing a robust infrastructure to facilitate research and commercialisation is an essential component of the collaboration. The MOU calls for Sejong City to develop a cloud-based "Quantum Algorithm Demonstration and Commercialisation Platform."
The purpose of this platform is to provide an environment where companies who use quantum technology can freely conduct experiments and demonstrations. Moreover, this initiative seeks to recruit companies, support startups, and eventually create a specialised cluster of the city's quantum industry. In the relationship between KAIST and QuEra Computing, building and developing infrastructure for quantum computing research and development is one of the primary goals outlined in the more general strategic objectives.
As part of the initiative, collaboration is also required to secure government procurement contracts related to quantum computing and to encourage investment in order to create an atmosphere that is conducive to quantum firms.
Strengthening Collaboration and Developing Talent
The relationship between KQIA and Sejong City spans several broad domains with the goal of fortifying the foundation for the domestic quantum sector.

In addition to these core areas, the institutions aim to strengthen cooperative efforts by actively creating internal and international collaboration networks. To disseminate achievements throughout the industry, they are also committed to sharing information, promoting joint events, and executing marketing campaigns. Creating educational programs to create a local quantum workforce and promoting international research and academic exchanges are additional targeted goals.
The function of the KQIA, or Korea Quantum Industry Association
The KQIA, a major collaborator in this ecosystem expansion, was established in 2022 and already boasts over 100 member businesses. The KQIA, as a representative Korean association, is dedicated to leading the commercialisation of indigenous quantum technologies. Building robust frameworks for industry, academic, and research collaboration, creating focused technology, nurturing talent, and expanding international networks are ways to do this. The KQIA plans to work with Sejong City to construct a cooperative model specifically designed for the growth of the domestic quantum industry.
