actually while im posting screenshots here are some i took while i watched kamen rider vs shocker a few days ago bc i kept pointing at the screen and going "oh my god two of them! theyre on screen together!!"

Shocker cyborgs are very mechanical but I do think there is a decent amount of meat/biotech in them or else they would not need athletes, rare animals or fossils to make specific cyborgs. The ones who are made with a special thing don't really appear again after getting destroyed despite them often having very useful abilities. That said I do think there is not much of the original meat of the riders left. The meat they do have is weird hybrid grasshopper meat modified to work with the mechanical parts.
