Problematic because: "He works as the Queen’s Watchdog, meaning he handles dirty cases for the Crown through blackmail, intimidation, violence, cover-ups, and murder-by-proxy. Sebastian does a lot of the physical killing, but Ciel is the one giving orders. His revenge quest also makes him very willing to treat other victims as collateral. The circus arc is probably the clearest example - the circus troupe are kidnapping children and doing terrible things, but several of them are also desperate, manipulated people trying to protect the children at their workhouse. Ciel still handles the situation with brutal finality, and the ending with Kelvin’s mansion and the children inside is one of those moments where you remember how cold he can be. He’s suffered horribly, but he’s also learned to survive by becoming calculating, ruthless, and emotionally closed off enough to do awful things without letting himself stop. There’s also the Sebastian contract itself because Ciel is using a demon to get revenge, knowing his soul is the payment, and he drags everyone around him into the orbit of that choice." Propaganda: "He built his entire life around finding the people who destroyed him and making them pay. I get it. I want him to get revenge too, half the time. But then the actual methods are insane. He uses Sebastian like a loaded gun, lies constantly, keeps everyone at a distance, plays political games with adults twice his age, and makes decisions that would be disturbing from anyone, never mind a thirteen-year-old in little shorts and an eyepatch. And that’s the appeal! He’s cute and awful. He’s tragic and mean. He’ll have a genuinely heartbreaking moment, then immediately say something so cold you remember why Sebastian is interested in him in the first place. He’s a victim, but he’s also the Phantomhive heir, the Queen’s Watchdog, and a revenge-obsessed little bastard who has absolutely committed to the bit."
