Sometimes you read a book as a small child and the words just stay with you
people eventually moved to the mountainside over the decades which lead to development and soon there was overcrowding and pollution and the children could no longer play without being underfoot
The adults didn't like the running around the houses or in the street to which they'd respond "the streets are free" but eventually they wanted a space of their own. They make their own sign to get the Mayor's attention but they aren't allowed inside and so the police are called to drag them away from city hall. That's when their parents arrive.
Their public argument gets the Mayor's attention who hears out the children wanting a playground. Some time passes and he has a ceremony and one girl is right to call it out that he's only doing this for publicity since it's an election year and he won't actually do anything.
Time passes and still nothing is done. So the children go to their parents who have a a meeting and decide to do it themselves without the city hall's involvement, donating their own spare supplies and time.
