LA 2028 and what it means
So Los Angeles is getting the Olympics in 2028.
Ho boy.
The Olympic Games are organized by the International Olympic Committee (IOC), who are an organization notorious for grift and corruption. For example, for Oslo's bid in 2022, IOC officials would have had to have their own private highway lanes that nobody else could drive on. Seriously. It was a thing the IOC required of them.
Past Olympic Games have had to build fucktons of new venues and go into massive amounts of debt, which the host city is liable for. And most of the time, these venues end up sitting abandoned after the games.

Athens (2004)
Turin (2006)
Beijing (2008)
London (2012)

Rio de Janeiro (2016)

As a result, the IOC bidding process really tends to favor dictatorships that can promise the moon, the stars, and plenty of kickbacks to the IOC.
Now LA has hosted the Olympics twice before in 1932 and 1984. And both of those times it was legitimately successful and made money. So a lot of people here think that lighting can strike thrice. But we'll see.
LA's plan for 2028 is pretty much the same as their 1984 plan, spare every expense and build nothing. The big selling point for the LA Olympics was that all the permanent venues already exist and so the organizers wouldn't have to spend a shitload of money on new stadiums that would only be used for the games and then sit abandoned. The public transportation for it is all stuff that's already under construction like the purple line extension along Wilshire Blvd to UCLA. Since that's already under construction and not actually funded by the Olympic bid, it's not actually included in the budget.
With 1984, the terrorist attacks at the 1972 games in Munich, the 1976 games causing Montreal to go into huge amounts of debt for a stadium that wasn't even finished in time for the games, and the United States announcement that they would be boycotting the Moscow games in 1980, meant that nobody wanted to touch the Olympics. So for 1984 the IOC had the choice between "have the Olympics in Los Angeles," and "Not have the Olympics at all." So Los Angeles had the IOC over a barrel and got a shitload of concessions from them, like the IOC being responsible for all cost overruns.
Unfortunately, LA doesn't have that same amount of leverage this time.
The budget for the games in 2028 is $5.6 billion, which is supposed to come from private investment. Within that budget is $560 million as contingency funding. If that contingency money is used up, there's private insurance that the organizing committee is buying. We don't know how much they're willing to pay out, but the premium is $150 million so let's go with that.
If the costs go above that, the city of Los Angeles is responsible for the first $250 million of cost overruns, with the state of California responsible for the next $250 million after that.
After that, the City of Los Angeles is on the hook again.
As a point of comparison, Tokyo was originally planning on spending around $8 billion, and now it's looking to be at least double that amount.
