Ah, yes, the famous ✨️O'Khasis really fucking likes blue✨️ moment and the explaination
Well, in my rewrite, a lot of O'Khasian beauty standards and fashion practices have religious roots. The hooded caplets, for example, are an O'Khasian version of what Lady Irene wears in almost all of her artistic depictions (actually a different thing from a different, much lesser known culture that they basically stole). Blue, in O'Khasis, is seen as the second most spiritual color to white, however, blue dyes and fabrics are much easier and cheaper to get a hold of, hence the popularity. Different shades of blue are associated with different divine figures, with powder blue and teal being associated with Eamonn and dark blue (which is more expensive to produce) being associated with Lady Irene.
In summary, it's popular because it's cheap, easy to get a hold of, has a lot of variety, and associated with their two primary deities :)
