When Sarkhan the Masterless becomes a 4/4 Dragon with its +1, does he trigger Larhliss and create a Dragon token?
No.
A permanent that changes types isn’t a new object and isn’t entering the battlefield since it was already on the battlefield. When Sarkhan becomes a dragon, he’s still the same permanent represented by the same card and Lathliss takes no notice of him.
