This was another fun one to do thank you for the suggestion Anon (and sorry it took so long to do). These are all of the ones that I could find but I'm sure I might have missed some.

After criticism of the US’ military policy in Vietnam from the Senate Foreign Affairs Committee, Johnson held an unexpected conference in Honolulu with the South Vietnamese leadership in order to agree a new strategic approach. In a joint communiqué, the Declaration of Honolulu, issued at the end of the meeting on 8th February 1966, Johnson committed the USA to continued military support of the RVN’s war against Communism and to fund a series of economic and social infrastructure programmes to improve material conditions for the peasantry and so increase loyalty to the regime. In return, Ky and his colleagues agreed to work to restore full democracy and freedom of speech to South Vietnam and to redouble their own military efforts.

The Declaration arguably represented the beginnings of a large-scale American economic commitment to the RVN that later came to be termed the “hearts and minds” campaign.
