Though he is one of the world leaders, and therefore is to be respected, some of his people may not take to this requirement, as he may be considered a ` traitor ´ for his actions in aiding the Avatar overthrow Fire Lord Ozai, his father, and wrenching the throne out of his sister's grasp after an Agni Kai. Zuko ( obv. not alone ) brought an end to the century war, which was not so much a war as an invasion of the entire world, a reign of tyranny, and a delusional lust for power. For this reason, those loyal to the former system will not take kindly to the heavy changes Zuko will have committed to. Not only this, but Zuko is in a position of high conflict. His people must not forget, but they must also move forward. His decisions are more likely than not to upset and offend a number of his people. ( He will have reduced numbers in military, as they are no longer at war, and many would have lost their jobs in consequence ---- unrest within the population is only to be expected. That being said, the Fire Nation is heavily implied to have remained a prosperous country, even after the war ; not that that means much for the less fortunate. )

Zuko will imprison those that act out of hand, however. There will also have been trials for those that committed acts against humanity during the war, and there will be figureheads punished. Zuko would not banish these war criminals, as that would only endanger the other Nations, but imprison them. Ozai loyalists have rallied under the New Ozai Society and are currently the biggest ` threat ´ to his rule.
