My little hot take: I feel like for water tribe people it is quite common to have nonheterosexual relationships. Idk why, but I really trust, that Hakoda surely had a few relationships with boys before falling in love with Kya. ☺️ What do you think about that?
i feel like before the war, all relationships and people were celebrated, no matter their sexuality or how they identified. however, the fire nation raids caused the numbers in the southern water tribe to dwindle, and i think that there would be a large focus on rebuilding the tribe, and that relationships that could not produce a baby would be heavily frowned upon. sokka and katara were children of war, and while they may have been told stories about water tribe life before the war, it would have been just that - stories. not anything that would have been put into practice.
so, yeah, i could totally see hakoda being in relationships with men (perhaps bato? no one is surprised) when he was younger! but i also think that there would be extreme pressure on all young people in the tribe to eventually produce children, regardless of their sexual preferences.
