Ovine can access/ borrow them from The Lamb, however they prefer not to. Mostly because they really want to only keep The Lamb at an arms length and borrowing a fleece just feels like they owe them a favor. They’ll only actually use them when they know they’ll be facing off an extremely difficult boss, like the bishops.
