I couldn't fit everything I wanted to say in the poll so I will elaborate here:
He is working with the villains for money. A criminal mastermind has bills to pay. Disguise cosmetics and mechanical components don't grow on trees. Nothing personal Layton.
He is secretly working with Professor Layton again. Don Paulo's (or Paul's if you want to be be familiar) grudge died after the events of the Unwound Future. They have found common ground in the year between UWF and NWOS. Friendship is a puzzle and they have solved it.
Steam Bison is an inventors paradise. Why wouldn't he be here? A place that thrives on grand, outlandish machines? Heaven. I bet he has an army, nay a fleet of crab robots. He is enriched and happy. Layton and Luke have nothing to do with anything he does. He is here this purely for the love of the game.
