The document outlines the goals of the Interim National Council (Libya's opposition leaders). Those goals include creating a constitution, making sure people have to right to free speech and to protest, the right to vote, and a government with checks and balances built into the system. There is so much more to this document then I listed, but if the Council holds true to this document once Gadhafi goes, then Libya will blossom into democracy. That is a big "IF", however.
