From a storytelling perspective, this is awesome, and I can't wait to think about all the implications. From an in-character perspective, Bells Hells are all morons. I love them but holy shit this "plan" is so fucking dumb hahahahaha. You're going to force the Gods to shed aspects of themselves and become mortal, or be eaten, thereby technically qualifying it as a choice, and then everything is cool? I mean, I get it. On the face of it, the logic checks out if Exandria were an isolated environment, everyone would be on a relatively even-ish playing field kept in check by a roving god eater. Unfortunately, then you remember that there are other things out in the universe than the Gods and some of those things will totally see a Godless, or Gods in mortal form having Exandria as a free buffet. AAAAAHHH!
Also, nothing they're actually mad about is going to change!!! People are still going to be people and now there's going to be a power vacuum. Someone is going to fill it, and I doubt the new set up will be as fair as the divine gate set up. C4 is going to be insane, I can't wait.
