Isn't it more likely that the destruction of the Vinetian neural archives happened prior to/during the blockade, thus occurring before the Penrose 512 was launched? And that's why it was so urgent to send relief to the citizens down there?

Idk I've just always had a hard time believing that the Nation supposedly spent a lot of time and money to recover the 512 specifically to use the player Elster as the new neural template. Especially since we see her original body at the end of the game.

In my brain, it makes more sense that this all happened before the launch, and LSTR-512 is just one of the many copies made from the decommissioned one. Just furthering the cycle theme with the 'copy of a copy of a copy' idea.

LSTR-S2301 was turned into a copy of LSTR-512, who was a copy of some unknown Penrose LSTR, who was a copy of Lilith. To me the note was just a continuance of the idea of endless cycles at the game's core.
