It is one of the many weapons that the queen of the elves Mercedes uses during her adventures of regaining her powers. While screenshot wise it seems like you're getting one bowgun/crossbow/whatevertheheckyoucallit, you're actually getting two! You don't need to reload it as it's magic arrows automatically does it for you! Plus you have infinite ammo as long as you have mana left! It can also be used as a catalyst for magic based attacks if you so choose.
