SOME stuff from Nyx Cosmetics is pretty cheap (and is actually pretty good quality, and hey if any survives you could keep it for yourself :3 )

Wet 'n' Wild is fairly cheap, at least here in the Southeastern US. Best bet though, if it's possible, is Dollar Tree or something like that. I actually picked up some fairly high quality make-up at Dollar Tree for $1 an item.
yes i remember wet n wild from when i was a kid!! loved that nail polish, it just peeled right off in one piece! also i never even thought to look at the dollar store i’m going to check there first.
