I think the mail can be sent overseas as well (as once I sent via a friend a mail to Kusanagi Mizuho, which she answered kindly, even though it’s kind of an anon mail) and fan letters are usually sent to Hana to Yume’s editorial department, which is located in the address above. Hoping all goes well and you can mail her a fan letter, anon!

Back to publishing my p.o. box mailing address again. Yes, I am aware that it could be dangerous, but I believe there are some people out there who want to send me stuff that isn't expensive and luxurious. If not, that's fine.
