Judy was so anxious... so scared she couldn’t find Finnick’s van... so terrified of the possibility that she had lost Nick forever... she was close to crying on the last frame.
Then a fortunate glance:
And hope suddenly bloomed again!
Still, she was wracked with feelings of guilt and fear of the worst:
She never pleaded in her life. She would negotiate, or ask persuasively.
But this is her only chance. Not only to save Zootopia, but also to try mending things up with Nick.
So, she pleaded.
Her relief when she finally found the red fox was so palpable:
She actually smiled when she’s finally talking to him again. Thinking that the fox would be happy to hear her findings:
But there’s trouble in paradise. He was not responsive. She started to realize how deeply she had hurt him:
What she had thought would be a joyous, victorious reunion, turned out to be probably the beginning of the end, the start of a farewell...
As she came nearer and nearer to the unavoidable “goodbye”, she started to break down.
Her lips are curved downward, and her eyes progressively became glassy...
Her lips started to quiver as she steeled herself:
And finally she broke down.
She broke down because she had finally come to the realization, too late, that she was in love with the fox, that she needed him in her life, that her life would only be complete with him.
It’s all too late...
Now, all she wanted, was to spend some time together with him, probably for the very last time, while wrapping up the case.
And she had prepared herself for a life with a fox-shaped hole in her heart.
TBT, I’m not the one that found this heartbreaking frame. It was someone at 4chan (probably), and @fanblubbering posted a screenshot in their essay.
I post it here to decouple the frame from the essay (which, albeit well-written, might be a bit too polarizing).

There's about 1/2 a second when he points out the fox repellent, where his angry expression slips and you can see how much pain he's in before he recovers.
Because he knows Judy must put it on her utility belt every day.
They had maybe eight hours' sleep after the raid on the Asylum.
He KNOWS she put it on again. Today. After all their adventures. He knows she should know better. Why the Hell doesn't she?

Omigosh... what a GREAT way to WRAP UP a chapter of their life!
The link was BEAUTIFUL.
First time they met, as “adversaries”, Nick ate a blueberry then mentioned about “carrot farmers”.
As they transitioned into “more than just friends”, Nick mention “growing carrots” then ate a blueberry.
The scene in the truck is a reverse of their original animosity.
Truly, all is forgiven. And more.
Imagine their story to their (biological or adopted) children:
“When I first met your mom/dad, we were ... not really on good terms.”
.
After the scene of the 1st pic, I can totally imagine the truck in the 2nd pic Carrying a “Just Married” sign.
