Vlad, actually, owns several properties in Gotham. 'Veritas Private Health' is located in Bristol — he's bought the whole building — and he also owns a penthouse in Upper East Side where he lives — or, at least, where he is supposed to live — and a few safe houses around the city. That's not counting his castle back in Wisconsin.
He also offered to pay for Jazz’s apartment, but she refused, and he makes generous donations to all the clinics and hospitals he keeps under his wing; they are small enough that he could have just bought them, but he didn't want to go through the trouble.
However, he doesn't own the building that holds his 'Obscura Archive of Arcane' because it's located in Old Gotham, and most buildings there are considered a part of government property due to their historical value.
Jazz lives in Upper West Side in a tiny apartment, and Sam and Danny both live in a hotel nearby while they are in Gotham. Although they alternate between staying there or at Jazz’s, or, sometimes, at Vlad’s, when they are fully certain he won't be coming there. Dani lives at Vlad’s penthouse (has her own room and stuff), but she is aware of all his safe houses and sleeps there sometimes — it really depends on her mood and what's closer. Sometimes she'd fly through half the Gotham to spend the night in her own bed, and sometimes she just crashes in the closest safe house on a couch. To be fair, Vlad does the very same, although his reasons are usually related to his work.
There have been a few instances when they've accidentally crashed at the same safe house: it was a bit stressful because whoever gets there first always assumes someone is breaking in when the other one comes. On one occasion, Vlad punched Dani through a wall. He apologized the second he realized it's her, but she was still grumpy at him for three weeks and told Jazz he was being mean and hitting her, which led to her storming into Vlad’s office at Veritas and yelling at him for ten minutes straight until he's got a chance to put a word in and explain. Jazz did apologize for yelling. Danny, however, had a laughing fit when she's told him all about it.
Maddie the cat lives only at Vlad’s penthouse, but Cujo comes and goes wherever he pleases. Occasionally, Vlad would use him as a guard dog — given that Cujo is up for it, which doesn't always happen. Vlad swears they've got their pet attitudes reversed: Cujo acts like a cat, only doing things he wants and respecting no authority, and Maddie the cat is a perfectly mannered animal that stays where he tells her to. He is not entirely wrong, but he is not really right, too, it's just that Cujo doesn't have any respect for him specifically, and Maddie the cat is smart enough not to bite the hand that feeds her. She is up for trouble any time he's not present, though.
They all have very weird family relationships, and that's not adding Jack and Maddie into the mix — those two are a force of nature all on their own — but they are a family nonetheless.
