SPECIAL SESSION OF THE MOVEMENT FOR FREE DETERMINATION MAPUCHE, CERRO ÑIELOL, TEMUCO, CHILE DECEMBER 14, 2023.
- The Mapuche self-determination movement, convenes a special session to ratify its process of self-Determination initiated in 2016, under the protection of international law, contained in the United Nations Declaration on the Rights of Indigenous Peoples and the American Declaration on Rights of Peoples Indigenous People Who Establish:
"Indigenous Peoples have the right to self-determination. By virtue of this right they freely determine their political status and freely pursue their economic, social and cultural development.”
- In this session we will ratify an organic procedure to establish and materialize the right to Mapuche self-determination in the southern macrozone or Wallmapuche. In this regard, we will review the progress of drafting and adoption of the “Mapuche Statute of Self-Government”.
- Under the principle of Mapuche self-determination, we will publicly ratify the “Non Consent” to the constitutional proposal that will be submitted to a plebiscite on December 17, 2023. Considering its illegal character, because it has omitted consultation with the Mapuche people, in its contents, deviate from the rights acquired by international law and does not contribute to the establishment of a firm and lasting peace that requires the southern macrozone or Wallmapuche.
- The constitutional proposal that will be referendumed on December 17, 2023 in addition, highlights "two centuries of denialism and establishes constitutional colonialism with the indigenous peoples and especially with the Mapuche people". Similar recognitions have been established in Latin America and the Caribbean that have led Indigenous Peoples to an institutional relationship of “permanent domestication and colonialism” and that has increased tensions and controversies in the relations between states and Indigenous Peoples.
- We will also dialogue with people and representatives of social and political organizations in the country in order to produce an alliance, understanding and cooperation between the Chilean People and the Mapuche People.
