Why is everyone angry what happened

so the texas senate was debating a bill to close all but 5 abortion clinics in texas. wendy davis filibustered it, meaning you talk the bill to death. so if she spoke until midnight the bill would not be able to be voted on. but the senate voted on the bill anyway at 12:02 AM, which is illegal. and the people of texas were screaming in the galleries, protesting the bill, and they were ignored by the senators who should be listening to their constituents, and they "passed" a bill illegally. at the moment it is unclear whether the bill has passed because it was voted on past the time deadline
