some specifics....
aliza (...aliza): stunningly fucked up. almost died by being eaten by monsters and now lives with the people who tried to eat her once upon a time. she’s gotten a lot of survival skills and is probably going to grow up to be one of those Weirdo off grid people. she’s coping but it’s going…. not too great. given the circumstances she’s lived a lot longer than other people would in her situation.
marigold (papyrus of this line!): hyper aware of the situation he’s in. just trying to cope. he’s probably the happiest out of anyone but he’s also expressed to poppy like… he’s Aware that his optimism is the only thing keeping some people going and that’s a Lot to put on someone.
toriel and flowey: shortly after aliza passed into snowdin, toriel and flowey became.. somewhat friends. which is to say, with power back, toriel began to feed those in the ruins and that included flowey. flowey doesn't trust toriel, nor does toriel trust flowey. but toriel is doing decently well, after regaining some of her sanity now that she can dote on the members of the ruins again and make sure they are fed. flowey comes around in snowdin to see aliza regularly, and papyrus as well.
in general...
people have been given hope. a lot of people don't know what happened to Poppy, only that, after Undyne and Alphys disappeared, some power was restored to the Underground. And it was enough power to rebegin daily life...
Poppy is more or less In Charge of the Underground now. Snowdin runs with Marigold overseeing things, but Waterfall is without a leader, as is Hotland and New Home. No one has crowned Poppy king, per se, but he falls into the category of who people answer to or pose questions to anymore.
There is tenuous peace, there isn't much crime outside of people stealing what little food is being produced. Everyone is working hard just to keep each other alive and fix the CORE so that things can get back to normal.
Or... As normal as they can be.
