If only those worthy of Pillardom are able to find the road to the Pillar, it would make sense that no matter how well they look, Clef and co. are not going to find it because none of them are going to be the next Pillar. So if none of our Cephiroan officials can find the road to the Pillar, why should any of the outsiders be able to find it, either.

if Clef has considered that this doesn’t have to be a bad thing. Yes, Cephiro will be different, but change isn’t always a bad thing. And as for its people, it’s not like any new Pillar would deny them a home on their world, even if they would also be using Cephiro to help their own home world. Not that Cephiro would allow anyone who was overly selfish from the outset to become Pillar in the first place.
