Itsuka was once a ruthless warrior, slaughtering hundreds on the battlefield and innocent civilians in the name of her emperor. While she got no joy out of doing so, she felt she had to follow orders. She was executed by a rival nation, beheaded for all to see. She initially rode around as a headless ghost, learning to atone for her sins. Everything changed when she came into contact from a demon, who placed an amulet upon Itsuka which drove her mad and made her sadistic. Brainwashed into doing the bidding of the demon, she began terrorizing the residents of Sleepy Hollow. She killed off anyone who had opposed the demon in her human form and scared the daylights out of the others. It wouldn’t be until a detective named Inesh and his boyfriend Kasper ripped off the amulet around her headless neck. This broke the spell, and enraged, Itsuka fought and seemingly killed the demon who had controlled her. Thanking the two for helping her and apologizing for what she had done. While they offered to replace her pumpkin head with her old one, she turned it down, not wanting to have the face that hurt so many people. She traveled on her horse to a graveyard, where a very cute scarecrow named Jedediah sprung to life. He flirted with her, and said he and his friends would love to have her around the castle. While she was hesitant, feeling that she didn’t deserve such companionship, he assured her that he himself had all done things he wasn’t proud of. She decided it was a good idea to follow him.

The town’s young constable assigned to stop the Headless Horsewoman, Inesh is a little bit in over his head. While he’s got a knack for finding clues seemingly out of the blue, he’s got some drawbacks. He’s not very physically strong and nowhere near the fastest in the town, so he’s more about catching criminals when they least expect it. Still, he’s very charming when he begins gushing about the town’s history or famous detectives like his fictional idol Sherlock Holmes. It’s what made him attractive to Kasper, the heir to the Van Trapp family. He’s very sweet-natured and has a lovely outlook on life, he gets rather quiet whenever his mother is around. She’s always frightened him and after investigating with Inesh, he discovers she and the rider have a connection. He ultimately helps his partner to free the rider from his mother’s curse.

Mildred may be young, but she has a score to settle with the Rider. Itsuka terrified her dad, who barely escaped for his life. As a result, she becomes Inesh’s young assistant, spying on Lady Marisela and catching her talking to some hired men about finding the rider so she can take the “credit” of stopping her, when in reality she’s the one pulling the strings. Realizing that Itsuka was being controlled, she later tells the rider she forgives her, which distracts Itsuka enough for the others to rip the amulet from her.

Lady Marisela seems like an ordinary albeit shrewd noblewoman. In actuality, she is an ancient demon, using the dead that Itsuka brings her to drain their essence and become more powerful. She sees Inesh as a bad influence on her son, a prying man who will teach her child to disobey her. Still, she couldn’t reveal her demonic self until her powers had been regained. While eventually being defeated by Itsuka was a setback, she knew in time she’d regain her powers, albeit with a new body.
