The nonpartisan analysis is based on the House-passed GOP legislation.
"The lowest-income households in the United States would lose $1,600 a year in federal resources under the domestic-policy package House Republicans passed last month, Congress’ nonpartisan scorekeeper predicts.
"At the same time, resources would be increased by $12,000 for the highest-income households under the legislation, according to the analysis the Congressional Budget Office published Thursday. For middle-income households, the bill is projected to increase resources by $500 to $1,000 a year, an increase of less than 1 percent of their income."

How the 2025 budget bill may have effectively made abortion illegal for low-income people
Per the Hill, the new federal budget that just passed in the US bans any clinic that offers abortions from receiving Medicaid dollars. This could effectively make abortion illegal for anyone without enough money to pay privately for all of their healthcare. A primary care doctor who provides prenatal care (many family practice doctors deliver babies) can no longer offer a medication abortion to a pregnant person or they can't get Medicaid dollars to treat another patient's diabetes. An OB/GYN can no longer offer an in-office/in-clinic or medication abortion to a pregnant person or they can't get Medicaid dollars to help another pregnant person have a baby. 41% of births in America are paid for through Medicaid. OB/GYN's cannot afford to give up receiving Medicaid dollars just so they can perform an abortion or 41% of their patients go without care. This will lead to a system where only devoted abortion doctors can provide abortions in devoted private clinics. To some, this won't sound like a bad thing. Those people don't know about the murder of George Tiller (or they do and they're in favour of it) or how scary it is to offer abortions in America. It is dangerous to have an abortion-only facility. Those facilities make great targets for terrorists. Those people don't know what the facility costs are for any given facility--most facilities can't afford to do ONLY abortions because the facility needs to pay for its lights to stay on and abortions aren't high-billing, high-paying procedures. Prescribing birth control and treating STIs keeps the lights on day to day even though those are also cheap things--but they're cheap things that are paid for by Medicaid dollars which are steady and reliable sources of funding! Without other procedures helping to keep the lights on, clinics close. With the way abortion has been outlawed in so many states in recent years, fewer clinics are now seeing more patients. Soon, I predict, the number of clinics will dwindle and the price of an abortion will rise so much that it will effectively become illegal to obtain an abortion in the United States.
