One of the higher ups coming down to basically tell the angriest exterminator she's right and she should destroy the sinners and that she should be given access to anything she needs to keep their numbers down
And then he just drops the key to all the things she needs and he pretends like he doesn't know he provided it to her and just eggs her on to use them and start a fight because he personally can't destroy the sinners but he wants them gone as much as she does

When it came to Pentious, he was unaware of the decision to let him into Heaven and he is threatened by the presence of a redeemed sinner especially, because there was talk of an uprising for years and given it was immediately after Extermination was ended, Pentious is basically a mole in his eyes. He is a threat to Heaven, no matter how good he is and Micheal wants his ass out!
He 100% will start up extermination again if he feels Lucifer is gaining an army and he will have a fit with Lute for letting Lilith go home after everything that has gone down because this is the worst battle strategy ever and letting Adam and Lute share the braincell and run things was fine when sinners went down easy but now there's a real risk of war again and giving up prisoners is the worst plan
Alternatively, IF Lilith were say, sleeping with Micheal during her 7 years in Heaven, maybe sending her down there to try to calm things isn't a terrible plan. Use Lucifers ex wife as a double agent of his own. I'm sure she could easily sway the lovesick snek to be complacent to Heavens ways once again
