Poverty has very real effects on a child's capacity to learn. If they lack insurance, a child with a toothache, an untreated illness, or concern about their family's health will struggle to focus on the classroom. A child who doesn't know where tonight's roof will be has the same problem. A vision problem left uncorrected (because glasses or contacts proved too expensive) cheats an otherwise focused child of his/her chance to learn.

Despite a recent $50 dollar per-pupil increase in the statewide school funding formula, Minnesota's real per-pupil state aid still 12.8% below where it was in 2003. Without the increase, we would have been more than 14% below our 2003 support, when adjusting for inflation.
