A “polished surface” implies a metal-air interface that is free of atomic irregularities in comparison the dimensions of a visible photon (typically a 1:10 ratio of irregularity to wavelength is considered insignificant). An irregular surface presents a greater number of angles where the photon can penetrate the metal and be absorbed.
