I could have sworn I read that the CIA can bypass the encryption in Signal and other apps of the sort?

If they have access to your device, they can essentially keylog everything you’re entering into Signal (et al.) rendering the encryption completely moot. These tools are still secure, because encryption itself is secure. But encryption means nothing if the CIA is looking over your shoulder as your write the message.
