It's not stated, per say, that he sends them into garbage disposal work to fuck with them, but his smiles as he talks to them give him this vibe.

Hey you guys know how old Mr. Block showed up in the episode where Cavendish and Dakota go back in time so they don’t leave each other?? And tells not old (subjective but whatever) Mr. Block to not punish Dakota and Cavendish???? What the fuck happened to make that happen??????? Did he get cancelled on future Twitter for being homophobic or did it cause the break down of the entire Bureau of Time?????? Cause knowing Dakota and Cavendish, both of those things could very likely happen!!!!!! Like???????????????
